The Confederation of International Contractors' Associations (CICA) has the deepest regret to announce that Mr. Richard E. Hall, Past President of CICA and the Associated General Contractors of America (AGC), passed away on 24 August 2011 in California, USA. He was 5 days short of his 94th birthday.
Mr. Hall was a strong and passionate supporter of the construction industry, and his many years of dedicated effort were undoubtedly of considerable value to the industry.

The family of Richard E. Hall is sad to report that he passed from this world on the afternoon of 24 August, 2011, five days short of his 94th birthday, after a long illness.
Mr. Hall was a life-long resident of Berkeley, California. In 1938 he received his Bachelor of Science degree in civil engineering from the University of California at Berkeley.
In 1946, following service in the United States Navy Sea Bees (engineering corps), he joined the firm of Underground Construction Company. He spent his entire career at Underground, serving as president of the company for nearly 25 years, through a period of strong growth. He retired as Chairman of the Board of Underground Construction in 1992.
Mr. Hall was involved in many professional organizations. His dedication and integrity led to his presidency of:
Associated General Contractors of California, 1973
National Executive President of AGC, 1986
CICA--Confederation of International Contractors Association, 1989
In addition, Mr. Hall volunteered for the University of California College of Engineering Development, was an active member of St. John's Presbyterian Church in Berkeley, a supporter and member of the Boy Scouts of America, Rotary Club, The Beavers, The Moles, and many other organizations.
Mr. Hall was a devoted son, husband, father, and grandfather. His first wife, Betty Thomas Hall, died in 1978. Their two children, Richard Hall, Jr. of Fall River Mills, California, and Mia Hall Savage of Portland, Oregon survive him, along with 5 grandchildren and 2 great grandchildren.
In 1981, Mr. Hall married Dr. Elizabeth Cannon Hall, who survives him, along with her children, Elizabeth Ball, Lawrence, Eleni, Steven, and Timothy Cannon. Twelve grandchildren and 12 great grandchildren will miss the man they lovingly refer to as “Papou”.
In lieu of flowers, Mr. Hall's family encourages contributions to St. John's Presbyterian Church of Berkeley, or UC Berkeley College of Engineering/ Hall Fund for Undergraduate Education.
A memorial service will be held 1 October 2011 at 2 PM at St. John's Presbyterian Church, 2727 College Avenue, Berkeley, CA USA 94705. tel: (510) 845-6830.
